Senator Emanuel D. Jones is running for Congress to bring bold leadership, real solutions, and economic opportunity to Georgia’s 13th District. With nearly two decades in the Georgia State Senate and over 30 years as a successful businessman, he has the experience to fight for the people of the 13th Congressional District.  His platform is focused on the issues that directly impact our communities.

Economic Development & Job Creation
As a small business owner, I will always champion small businesses and entrepreneurs by expanding access to federal grants and low-interest loans—especially for minority- and women-owned enterprises. We must enhance workforce training programs at our local colleges and universities to prepare residents for high-paying careers in Georgia’s 13th Congressional District. Additionally, I will work to attract new industries and investments to our region, with a focus on advanced manufacturing, logistics, and green energy jobs.

Transportation & Infrastructure
During my time in the Georgia State Senate, I served as the ranking Democrat on the Interstate Cooperation Committee. As your congressman, I will fight for federal funding to improve critical roadways like I-75, I-285, and I-20, reducing traffic congestion across the district. Residents deserve expanded public transit options, including MARTA extensions, to better connect communities to jobs and economic opportunities. I am also a strong proponent of upgrading our state’s aging infrastructure—particularly in underserved neighborhoods—to ensure safer roads, bridges, and water systems.

Education & Youth Empowerment

I will advocate for increased federal funding for public schools to improve teacher salaries, enhance school resources, and boost student outcomes. As a State Senator, I led efforts to modernize the HOPE Scholarship. I support tuition-free community college and vocational training programs to equip students for high-demand careers. For working families and our youth, I will push to expand wraparound services, after-school programs, mentorship initiatives, and youth job opportunities to reduce crime and create pathways to success.

Criminal Justice Reform & Public Safety
As a Georgia State Senator, I consistently supported police accountability measures and community policing to build trust between law enforcement and the public. I believe in rehabilitation programs and alternatives to incarceration—especially for first-time and juvenile offenders. In Congress, I will advocate for increased federal funding for our District Attorney and Solicitor General offices to expand violence prevention programs and improve public safety in the 13th District.

Healthcare Access & Affordability
We must expand Medicaid in Georgia to cover more uninsured residents and improve healthcare access in underserved communities. I will fight to increase funding for hospitals and medical facilities across the 13th District to ensure quality care is within reach. I also support efforts to lower prescription drug costs and ensure our seniors have access to affordable, high-quality healthcare.

Civil Rights & Social Justice
I have proudly led the charge to protect voting rights and combat gerrymandering and voter suppression that targets communities of color. As a business owner, I advocate for equal pay and strong workplace protections for women and minority workers. In the Georgia Senate, I supported affordable housing initiatives to combat rising costs and prevent displacement in fast-growing areas of Georgia, including parts of the 13th Congressional District.

Environmental Justice
  
I am a steadfast advocate for environmental justice, working in partnership with statewide organizations and frontline communities to address environmental disparities across Georgia. I am committed to holding polluters accountable, improving air and water quality, and ensuring that every resident—regardless of ZIP code—has access to a clean, safe environment. I have been on the front lines pushing for policies that clean up our communities, reduce environmental hazards, and promote sustainability, climate resilience, and equitable resource distribution.

Fighting for the Middle Class 
The reason I am running to restore the American middle class. We are in a new era of politics and the 13th district needs someone willing to listen to voters and work on resolutions rather than play politics.
I have a track record of getting things done with anyone willing to craft and advance solutions while in the Georgia State Senate.  To succeed Georgians need a Congressman who is prepared and able fight.
